Why cant i receive money with Paypal?

Paypal is one of the world's most widely used, Online money payment service. We all appreciate their free service for a normal user like me. However, Paypal hes limited their services based on the country you are resided. Because of this policy, some users, like me, are unable to make full use of Paypal. The users from those countries are not eligible to Receive payments from other Paypal users. I did not know  that i cannot Receive payments at the time of my registration to Paypal. There was neither an advice nor notification saying that i cannot recive payments. However they do have list of countries. It maybe my fault that i did not check the list. It was about 4 years back. At that time i was i need of selling some items on eBay, and i registered eBay seller account and i wasted some bucks on this as later i found that i cannot Receive Payments.
